The Former President's Woke Alarm Overlooks The Continent's Real Danger: Technological Decline.

The recent US security policy document offers a misguided assessment of Europe. The document asserts that open-border policies and so-called "progressive" agendas pose an existential risk to the continent's identity. Yet, this argument is based on a fundamental misreading of the reality. The true danger confronting the EU is not cultural but technological and economic backwardness.

The Stark Economic Gap Separating Europe and the US

The data paint a stark picture. From 2008 and 2023, US GDP grew by eighty-seven percent, compared to a mere 13.5% increase for the EU. During this period, European income per person fell from 76.5% to just half of the American figure. Strikingly, even Mississippi now boasts a higher per capita income than major EU nations like France and Italy.

Currently, about 50% of the global top fifty technology firms are US-based, while only four are European.

The Innovation Deficit: A Critical Question

This widening economic gap is driven by superior efficiency gains in the United States, largely due to technological innovation and higher total factor productivity. The landscape of global tech dominance is decidedly American. In the last fifty years, 241 US firms have scaled into enterprises valued at more than $10bn, versus just 14 in Europe.

This gap raises a vital issue: In the race for tomorrow's sectors like AI, semiconductors, and quantum computing, where does Europe stand? Most analysts agree it is largely a two-horse race between the United States and China, with European nations entering at a clear disadvantage.

Root Causes of the Continent's Technological Lag

Several key reasons explain this innovation chasm.

  • Financing Ecosystem: The United States has a far deeper and more dynamic network for financing new ventures. The EU still lacks a true capital markets union, which limits the scale of emerging companies.
  • Regulatory Fragmentation: Complex and divided regulation hamper European business. A US startup can launch a service under one regulatory framework to access a consumer base of over 330 million. The European Union, despite a bigger population size, is split among 27 separate regimes, creating huge market obstacles.
  • Mindset Differences: Views on risk-taking vary greatly. In some EU nations, business failure was historically met with stigma, whereas in the US, it is often seen as a valuable lesson.
  • Military Investment: The United States enjoys a deeply integrated academic-military-industrial complex. Europe's chronic underinvestment in defense has eroded its capacity for breakthrough innovation.

The Road Ahead: Reasons for Hopefulness

Despite these challenges, one can find causes for hope. Policymakers are increasingly aware of the severe threat and have started to advance substantial change. Key analyses on EU competitiveness and the single market point to the necessity of sweeping reforms.

With the right incentives and rule changes, Europe's strengths could support far greater degrees of business-led breakthroughs.

Europe retains considerable advantages: skilled human capital, excellent education systems, and premier labs. Coupled with a large internal market and high savings rates, these elements have the potential to trigger a surge of venture creation.

Importantly, even if the EU does not take the lead in creating cutting-edge technologies, it can still significantly boost economic output by implementing and tailoring innovations from elsewhere.

A Critical Juncture

The European Union now faces a decisive crossroads. As the saying goes, decline often happens "slowly, then all at once". To date, the continent's technological decline has been gradual. But, if it fails to take bold steps to tackle its deep-seated problems, today's slow erosion could turn into a rapid and permanent loss of global economic relevance.
